LEGAL NOTICE
NOTICE OF SPECIAL MEETING
LANSINGBURGH CENTRAL SCHOOL DISTRICT AT TROY
NOTICE IS HEREBY GIVEN that pursuant to a resolution adopted by the Board of Education of the Lansingburgh Central School District at Troy on December 4, 2007, a special meeting of the qualified voters of the District be and the same is hereby called to be at the polling places specified below on Tuesday, February 26, 2008 from 7:00 a.m. until 9:00 p.m. for the purpose of voting on the following proposition:
PROPOSITION
SHALL the Board of Education of the Lansingburgh Central School District at Troy be authorized to: (a) reconstruct various School District buildings, including site work, and acquire original furnishings, equipment, machinery or apparatus required for the purpose for which such reconstructed buildings are to be used, at a maximum cost of $2,900,000; (b) expend such sum for such purpose; (c) levy the necessary tax therefore, to be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education taking into account state aid and EXCEL grants received; and (d) in anticipation of the collection of such tax, issue bonds and notes of the District at one time or from time to time in the principal amount not to exceed $2,900,000, and levy a tax to pay the interest on said obligations when due?
BE IT FURTHER RESOLVED, that the aforesaid Proposition shall appear on the ballot labels of the voting machines in the following abbreviated form:
PROPOSITION
Shall the Board of Education be authorized to reconstruct various School District buildings, including site work, and acquire original furnishings, equipment, machinery or apparatus, at a maximum cost of $2,900,000, and providing that the sum of not more than $2,900,000 (plus the interest on any obligations) be raised by a tax levy to be collected in annual installments, with District obligations to be issued in anticipation thereof, be approved?
The vote upon such proposition shall be by ballot registered upon voting machines or by absentee ballot. The hours during which the polls shall be kept open shall be from 7:00 a.m. to 9:00 p.m. prevailing time or for as long thereafter as necessary to enable qualified voters who are in the polling place at 9:00 p.m. to cast their ballots.
The polling places and school election districts are as follows:
ELECTION DISTRICT NO. 1: Knickerbacker Middle School, 320 Seventh Avenue, Troy, NY.
The boundaries of Election District No. 1 are the same boundaries as Wards No. 15 and 16, and same are shown on the “Wards and Districts Map 1977” of the City of Troy, which said map may be found in the Troy City Hall, in the Troy Engineer’s Office.
ELECTION DISTRICT NO. 2: Turnpike Elementary School, New Turnpike Road, just south of the City Line in Troy, NY.
The boundaries of Election District No. 2 are the same boundaries as ward 17, and the same as shown on the “Wards and Districts Map 1977” of the City of Troy, which said map may be found in the Troy City Hall, in the Troy Engineer’s Office, and that portion of the Town of Schaghticoke located within the Lansingburgh Central School District at Troy, which is commonly known as Pleasantdale and more particularly, which was formerly known as common School District No. 5 before the same became a part of the Lansingburgh Central School District at Troy. There is excepted from Election District No. 2, however, that portion of the 17th Ward of the City of Troy which is commonly known as “Miami Reach Estates” and the Highpointe Development which are more particularly described below.
ELECTION DISTRICT NO. 3: Speigletown Fire Company, Route 40, just north of the Town Line in the Town of Schaghticoke, NY.
The boundaries of Election District No. 3 are that portion of the Town of Brunswick which lies within the Lansingburgh Central School District at Troy, and that portion of the Town of Schaghticoke located within the Lansingburgh Central School District at Troy, which is commonly known as Speigletown and, more particularly, which was formerly known as Common School District No. 6 before the same became a part of Lansingburgh Central School District at Troy, and that portion of the 17th Ward of the city of Troy which is commonly known as “Miami Beach Estates” said Miami Beach Estates being bounded generally by the Troy City Line on the south, by Route 142 on the east, by Northern Drive on the north and by Oakwood Avenue on the west, and the development known as “Highpointe” which is located to the west of Oakwood Avenue.
Personal registration of voters is required, and no person shall vote whose name does not appear on the register of the School District. Any person registered to vote under the provisions of Article 5 of the general election law is entitled to vote and their names shall be placed upon the register of the School District.
Personal registration will be held in each election district on Wednesday, February 13, 2008, between the hours of 12:00 noon and 6:00 p.m. and the place in each election district where said registration will be held will be the same places listed above for each district in which the voting on the proposition is to be held. At such time, the members of the Board of Registration will meet to prepare the register of the school district for each election district and during which time, any person will be entitled to have his or her name placed upon such register, provided that at such meeting of the members of the Board of Registration he or she is known or proven to the satisfaction of such Board of Registration to be then or thereafter entitled to vote at the school election for which such register is prepared. The register, prepared pursuant to Section 2014 of the Education Law, will be filed in the office of the Clerk of the District and such register will be open for inspection by any qualified voter of the District on each of the five days immediately preceding the special meeting of voters, except Sunday, between the hours of 9:00 a.m. and 4:00 p.m. in the said office of the Clerk of the District located in the District office Building, 576 Fifth Avenue, Troy.
Absentee ballots may be applied for at the office of the School District Clerk. Applications for absentee ballots must be received by the School District Clerk at least seven days prior to the vote if the ballot is to be mailed to the voter, or on or prior to February 25, 2008, if the ballot is to be delivered personally to the voter. Absentee ballots must be received by the School District Clerk not later than 5:00 p.m. on February 26, 2008. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the School District Clerk from 9:00 a.m. until 4:00 p.m. prevailing time on each of the five days prior to the day of the election, except Sunday, February 24, 2008. Any qualified voter may challenge the acceptance of the ballot of any person on such list, by making his challenge and reasons therefore known to the Inspector of Election before the close of the polls.
